Working Group on Photonics
In 2015 the Governments of the BRICS countries adopted the Memorandum of Understanding on Cooperation in Science, Technology and Innovation, which among other issues included provisions for establishment of three STI governing bodies: the BRICS Ministerial Meetings, the BRICS STI Senior Officials Meetings (SOM), and the BRICS STI Working Groups (WG).
Following the comprehensive dialogue held within these bodies the BRICS science Ministers at their 3rd BRICS Science and Technology and Innovation Meeting (Moscow, October 2015) adopted the Moscow Declaration encouraging, in particular, cooperation in Photonics.
According to the BRICS Hangzhou Declaration signed at the 5th BRICS Science, Technology and Innovation Ministerial Meeting on July, 18 2017 and the revised BRICS Work Plan 2015-2018 as well as the Action Plan 2017-2020 it was agreed to establish the WG of Photonics and convene the 1st meeting of the WG on Photonics in Russia in 2018.

The 1st Meeting of the Working Group on Photonics was held in Russia in accordance with the BRICS Jaipur Declaration signed at the 5th BRICS Science, Technology and Innovation Ministerial Meeting on July, 18 2017 and the revised BRICS Work Plan 2015-2018 as well as the Action Plan 2017-2020.
The official part of the meeting was devoted to the formats and rules governing the functioning of the BRICS Working Groups, determining the key national centers of expertise for the solution of priority tasks. Official representatives of ministries and agencies, members of the expert community, active researchers, officials of health-care organizations, representatives of the business community represented the BRICS countries.
The second part of the Meeting of the BRICS WPG was devoted to the proposed pilot themes cooperation — High Speed Optical Communication Systems, Photonics Applications in Bio-Medicine, Integrated Optics, Photonics for Agriculture and Food Industry. Discussion of current international cooperation mechanisms involved representatives of academia, government, medical institutions, industry associations, and business community.

The main goals of the WG on Photonics are:
In pursuing tasks above, the WG on Photonics is mandated:
- to promote cooperation in Photonics area between BRICS countries;
- to support and promote initiatives in the field of Photonics, which will lead to developing and implementing of joint projects and programmes between BRICS countries to address common global and regional socio-economic challenges utilizing such drivers as science, technology and innovation representatives of recognized academic, public and industrial organizations and associations within the BRICS member countries.
In pursuing tasks above, the WG on Photonics is mandated:
- to examine the priority areas in the field of Photonics, which are of common interest for the BRICS countries in order to identify the potential for cooperation at bilateral and multilateral formats;
- the priority areas as identified during the WG meetings, will be proposed for inclusion in the STI Framework -BRICS Call for Proposals for R&D collaboration;
- to set up communication mechanism among the members of the WG on Photonics to enhance information exchange on the issues relating to its activity.
